As citizens, you vote for a mayor and council member believing that they will run the city. This is not the case in Phoenix. The city hires a manager who executes and runs daily operations. The level of power sharing that occurs is dependent on the individual council members. Are they weak or strong in dealing the the city manager's office. Far to often the council members neglect their oversight duties and allow the bureaucratic nature of government to flourish. The question of who's in charge is a point of contention.
